i expect 1080p low or mid res on 40 to 60 fps.
will i get that performance or should i skip the game?

The minimum system requirements are on the Steam page. It looks like you blow those specs out of the water. This game came out 22 years ago, you’d be hard pressed to find a PC that couldn’t play it even at the highest settings.
Pretty sure you and OP are taking about two different games. context of the post leads me to believe this is the game they are referring to.
And OP, looking at the minimum specs listed there, it doesn’t seem like you’ll have too much of a problem here.
